"not enough people watching it" *IS* the ratings (or at least that's
how management believes viewer numbers are measured) ... and ratings
equals making money because more viewers means they can charge more for

OMG, really? That's hilarious. I'm not totally shocked. In that era, a
lot of stupid crap was mislabelled as educational to get it past the
White House.
They later cracked down on "educational" shows which allegedly taught
the value of teamwork by showing good guys beating up bad guys which led
to the era of the loathed Very Special Episode. I don't think I've ever
seen a VSE which was a genuinely good episode of its show, though some
were worse than others.

Not in any real sense. *Supposedly* the early timeslot the show played
in (in America) meant that it had to have "educational content", but in reality that simply means showing things like co-operation, problem- solving, etc. which is where the Space Scouts nonsense came in.
The "teach history" is complete nonsense. The original idea for the show
was to have more time travel as they chased Baltar through history, but
the network didn't like that idea, so only the couple of Nazi episodes remained.
